Biography: Recipient, American Jurisprudence Award in Insurance Law


Tim is a partner and co-founder of Carmel & Naccasha, LLP. His practice areas include municipal law, land use law, real property transactions and related matters. Tim also counsels clients on sophisticated commercial litigation and transactional issues. Tim has served as the city attorney for the City of Arroyo Grande for the past 19 years and also serves as district counsel for the Cambria Community Services District, San Miguel Community Services District and Cayucos Sanitary District. Tim serves as general counsel for the San Miguelito Mutual Water Company, Morro Rock Mutual Water Company and Paso Robles Beach Water Association. He also represents many other local businesses and individuals in their land use and real estate matters including Hearst Corporation, Kingfisher Development Company and AJ Diani Construction Company.

Tim received his Bachelor of Arts degree from the University of California, Berkeley in 1980; he received his law degree from Golden Gate University School of Law in 1984.

Tim is admitted to practice in both California and Nevada and is a member of the California and Nevada State Bar Associations and the San Luis Obispo County Bar Association.

Tim was the 1979 World Frisbee Distance Champion and worked as a representative of Wham-o Manufacturing Company playing Frisbee.
