Since being admitted to the practice of law in California in 1979, Art has spent almost 30 years representing governmental agencies including the cities of Santa Maria, Gardena, National City, Atascadero and the Cambria Community Services District. He has served on various committees of the League of California Cities and the State Bar of California where he was a frequent speaker. Art has been involved in almost every aspect of municipal law including public utilities, representing public agencies in water, wastewater, landfill, permitting, financing and construction. After several years of working for public agencies, Arther has brought his skillful municipal law knowledge, his experience and proficiency as a litigator and mediator in the practice of public law to the firm of Carmel & Naccasha, LLP, in San Luis Obispo. As a member of the original editorial board of the California Municipal Law Handbook, Art helped produce this publication now used in every municipal law office in California. His honors include a Law Day Award from the Judges of Santa Barbara County for "Excellence on the Practice of Public Law" and the Robert F. Grogan Award for Outstanding Public Service. Litigation experience is varied including state and federal published cases. A few matters include representation of clients in the U. S. Department of Justice's investigation of Microsoft, the nation's largest governmental bankruptcy of Orange County, the 1000 party Santa Maria Ground Water Litigation and 11 years of voter's rights litigation. His education includes a degree in Business Management, with honors, and a JD from the University of the Pacific, McGeorge School of Law. In addition to being involved in many community activities Art and his wife have adopted and are currently raising five children. |
